Salary: $19.43 - $25.66 Hourly Location : 21 South State Street, Westerville OH 43081, OH Job Type: Part-time Job Number: 01263 Department: Human Resources Opening Date: 01/08/2026 Description We are seeking a dedicated and proactive Human Resources Specialist to join our dynamic HR team. As a Human Resources Specialist, you will play a pivotal role in supporting the HR department with various administrative tasks and initiatives. Your attentionto detail, excellent communication skills, strong organizational abilities and technological aptitude will contribute to the smooth functioning of our HR operations. If you are a motivated individual who thrives in a supportive team environment and is passionate about contributing to the success of the HR team, we encourage you to apply! This position is open until filled. Applications are being reviewed as they are received. This position is anticipated to work 30 hours per week. This position supports a fast-paced HR Office that serves a workforce of approximately 850 full-time, part-time and seasonal staff. Work requires initiative, independent judgment and decision-making combined with the ability to work efficiently using multiple software platforms. Daily tasks include work with highly sensitive and confidential information such as recruitment, insurance benefits, FMLA, plus public records retention and requests. Work also involves a high level of contact with department heads, staff members, and the general public. SUPERVISION Employee works under the direction of the Human Resources Manager. Assignments are generally received in the form of desired objectives; however, the incumbent is expected to complete assignments independently and without detailed review. Work is reviewed through meetings and performance appraisals.
ESSENTIAL FUNCTIONS OF WORK
  • Assists with recruitment and hiring of new employees; corresponds with applicants.
  • Maintains records and files, ensuring accuracy and confidentiality in compliance with company policies and legal regulations.
  • Creates correspondence, reports, memorandums, and other communications often containing sensitive or confidential information.
  • Responds readily to oral instructions; prepares policies, forms, and other documents; composes and types correspondence, notices, and other material.
  • Maintains benefits data and other employment records; works with department heads on various projects; completes surveys and reports.
  • Assists citizens, council members, and other callers; responds to various inquiries and provides information of services and functions; receives and handles complaints from a variety of sources.
  • Performs related duties as required.
MINIMUM REQUIREMENTS OF WORK
  • Graduation from high school; some college, business experience and/or HR training preferred.
  • Proficiency in Microsoft Office Suite, GSuite, and the ability to navigate efficiently between multiple HR and Payroll software platforms to perform data entry and extract routine reports.
  • Exhibit thorough knowledge of professional office practices and procedures and the ability to make responsible decisions in accordance with established policies and procedures.
  • Strong ability to create professional correspondence on complex matters and to perform complex office management details without assistance.
  • Ability to establish and maintain effective working relationships with other employees, officials, and the public, and to deal with public relations problems courteously and tactfully.
  • Ability to abide by confidentiality requirements.
  • Ability to communicate effectively, both orally and in writing.
  • Exhibit thorough knowledge of business English, spelling, and arithmetic.
  • Knowledge of general municipal agency operations and organization preferred.
  • Customer-service orientation and the ability to interact positively with employees at all levels.

Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan.
HEALTH SAVINGS ACCOUNT Annually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name.
VISION AND DENTAL The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.
LIFE INSURANCE The City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.
RETIREMENT PENSION The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.
VACATION New employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.
