The Philipsburg-Osceola Area School District seeks a highly qualified, collaborative, and student-focused School Psychologist to support the academic, social, emotional, and behavioral success of students. The School Psychologist serves as a key member of multidisciplinary teams, providing assessment, consultation, counseling, and intervention services while ensuring compliance with federal and state special education regulations. The successful candidate will work closely with students, families, educators, and administrators to promote positive educational outcomes and foster safe, supportive learning environments.

Essential Duties and Responsibilities:

• Conduct comprehensive psychoeducational evaluations and reevaluations for students referred for special education services.
• Administer, score, and interpret cognitive, academic, behavioral, social-emotional, adaptive behavior, and other standardized assessments.
• Analyze assessment data and prepare clear, comprehensive evaluation reports.
• Participate in determining student eligibility for special education services in accordance with IDEA, Chapter 14 regulations, and district procedures.
• Assist in developing recommendations for educational programming, accommodations, interventions, and support services.

• Collaborate with teachers, administrators, counselors, families, and related service providers to address students' academic, behavioral, and emotional needs.
• Serve as a consultant regarding effective instructional practices, behavior management strategies, and interventions.
• Participate as a member of multidisciplinary teams, problem-solving teams, and Student Assistance Program (SAP) teams.
• Support the implementation of Multi-Tiered Systems of Support (MTSS) and Response to Intervention (RTI) frameworks.
• Facilitate communication among school personnel, parents, and community agencies when appropriate.

• Provide individual and group counseling services as appropriate.
• Assist in developing and implementing behavioral intervention plans and positive behavior support strategies.
• Conduct risk assessments and support crisis intervention efforts as needed.
• Help identify and address barriers to student learning and school engagement.
• Promote social-emotional learning and student wellness initiatives.

• Attend and participate in IEP meetings, reevaluation conferences, manifestation determination meetings, and other special education team meetings.
• Ensure timely completion of evaluations, reports, and required documentation.
• Maintain compliance with federal, state, and district regulations governing special education and student records.
• Assist in monitoring student progress and evaluating the effectiveness of interventions and services.
• Maintain accurate and confidential student records and data.

• Provide professional development and consultation to faculty and staff regarding student mental health, behavior, learning differences, and educational interventions.
• Remain current on developments in school psychology, educational research, assessment practices, and legal requirements.
• Contribute to district initiatives supporting student achievement, school climate, and mental health services.
• Perform other duties as assigned by the Director of Special Education or designee.

Qualifications:

• Master's Degree, Specialist Degree (Ed.S.), or Doctoral Degree in School Psychology from an accredited institution.
• Valid Pennsylvania School Psychologist Certification.
• Experience working with school-aged children preferred.
• Knowledge of IDEA, Section 504, Chapter 14, Chapter 15, and related special education regulations.
• Knowledge of psychoeducational assessment procedures, behavioral interventions, counseling techniques, and crisis response practices.
• Strong written, verbal, organizational, and interpersonal communication skills.
• Ability to establish effective working relationships with students, staff, parents, and community stakeholders.
• Demonstrated ability to work collaboratively as part of a multidisciplinary educational team.

Physical Requirements:

• Ability to move throughout school buildings and campuses.
• Ability to conduct observations and assessments in a variety of educational settings.
• Ability to use computers and assessment tools for extended periods.
• Ability to perform duties requiring prolonged sitting, standing, and walking.
