The Substation Construction Planner manages the preparation of work packages for construction and maintenance activities, reviews maintenance/performance history to determine special requirements, identifies additional maintenance work or capital projects for concurrent execution, documents variances in job task work hours, monitors progress, raises issues, ensures accurate completion of NERC documentation, and works closely with construction resources and the Transmission Project Management to plan, estimate, and allocate resources.Key ResponsibilitiesThe Planner:Prepares work packages for construction and maintenance activities.Identifies special requirements based on equipment history.Finds and documents opportunities for concurrent maintenance or capital projects.Monitors progress, raises issues to schedulers and supervisors, and identifies improvement opportunities.Ensures accurate NERC‑related documentation.Works with construction resources to estimate and allocate resources.Supports the execution of annual construction and maintenance work plans covering $150M – $300M annually.Manages changes to plans to align with funding and priority requirements.Ensures the annual Construction & Maintenance work plan is completed.Work Package DevelopmentScope of work required.Accurate estimate of hours required.Skill sets required to perform work.Procedures required to perform work.Special tools required.Mobile equipment needs.Special part needs.Project job durations for scheduling.Sketches, digital pictures or drawings needed.Vendor support information.Safety or environmental information.Secure and ensure materials are available for appropriate delivery to meet CMI date.Produce construction estimates for durations and man hours for construction projects.Transmission Work ManagementThe Planner identifies critical work activities, keeps all transmission work groups informed of work nearing overdue status, communicates and schedules with various work groups (Construction, Project Management, Energy Services, T&D Key Account Reps, Nuclear & Fossil Plants, etc.) to coordinate high priority work, participates in project planning meetings, clarifies project scope, assigns resources, develops construction sequence, identifies obstacles, clearance requirements, and makes initial resource assignments. Additional tasks include coordinating transmission clearances with Grid Management, ECC & TCC, and DCC, assisting in resolving and re‑sequencing work, processing and storing completed work package documentation, obtaining feedback from schedulers, crew members, and supervisors, and assisting with emergency planning, clearance requests, and hotspot tag requests.Field ActivitiesTravel to work locations to develop work/project requirements, attend scoping meetings, pre‑bid meetings, pre‑construction meetings, perform walk‑downs of job sites, audit effectiveness of work packages, and ensure adequate parts, special tools, and equipment are available.#J-18808-Ljbffr
