Bachelors level degree in an engineering discipline from an accredited college or university.
Ten (10) years managerial or supervisory experience in engineering projects at the Program level involving modernization (SHIPALTs/SCs), maintenance, installation, operation, repair, design, or testing of submarine and surface craft HM&E; or electronic systems/equipment. This experience should include at least five (5) years working experience in the development and installation of Alteration/SCs on Navy ships.
Demonstrate knowledge of Navy organizations including: Program Acquisition Executive organizations, Naval Sea Systems Command (NAVSEACOM); Naval Surface Warfare Center (NSWC); Naval Shipyards; Regional Maintenance Centers (RMCs); and Type Commanders (TYCOMs). Demonstrate knowledge of shipyard operations, ship systems and particularly how they interact and construction/repair sequencing; principles and practice of managing large numbers of employees; budgeting and financial statements; process improvements and business development processes.
Working knowledge and experience in performing SUBSAFE/Level 1 material work and submarine testing and certification.
Working knowledge of Earned Value Management principles.
Working knowledge of Microsoft Project to determine critical and parallel paths and schedule slack.
Knowledge of proper standards of conduct and shipboard etiquette.
Ability to identify changes in work scope to ensure appropriate planning measures are being taken including the customers inputs for reassessing, renegotiating, and amending the scope of work, schedules and budgets.
Ability to provide leadership when schedule/production conflicts occur and the team is looking for resolution.
Ability to work nights and weekends during peak workloads or as required to ensure project success.
Ability to obtain and maintain access to US military and/or government installations
Willingness to travel and manage ship repair availabilities in remote, out-of-state locations for extended periods of time.
